211-HMIS Match

This project aims to identify individuals that appear in both statewide 211 and HMIS data using both exact and fuzzy matching. This matched data can be used to answer a host of important questions, including "What are the characteristics of people who call 211 and then show up in HMIS later?"

Description


In this project, we are working to match statewide 211 data with Maricopa County HMIS data to identify people who have engaged with both systems and examine their patterns of engagement. Some of our priority questions for this project are:


  1. What are the characteristics of 211 Callers? And, what are the characteristics of:

    1. 211 Callers who subsequently enrolled in HMIS

    2. 211 Callers who did not enroll in HMIS

    3. 211 Callers who were enrolled in HMIS when they called 211

  2. What are the system engagement patterns of people who called 211 and subsequently enrolled in HMIS?

  3. What proportion of people called 211 and then enrolled in HMIS in the subsequent 3 or 6 months or 1 year?


This project serves as a first pass at matching large system-level datasets. We hope to later connect statewide HMIS data to 211 and then fold in additional data sources to answer additional questions about services that prevent and reduce homelessness.


Method


We are using both exact and fuzzy matching to identify duplicate records within 211 and HMIS as well as matches across datasets. Once matches are identified, merged datasets can be created to examine the relationship between 211 calls and HMIS enrollments.


Status


We have de-duplicated 211 and Maricopa HMIS data through exact and fuzzy matching and have recently completed the first round of matching between 211 and HMIS data. Analyses are underway. Stay tuned for results!
